Increases the standard election precinct size from 500 voters to 1,200 voters in counties, and adjusts precinct size standards in municipalities with boards of election commissioners based on population.

Raises the threshold for mandatory precinct division in cities with fewer than 500,000 inhabitants from 800 votes to 1,500 votes at two consecutive general elections.

Raises the threshold for mandatory precinct division in cities with more than 500,000 inhabitants from 600 votes to 1,200 votes at two consecutive general elections.

Allows state's attorney to apply to Circuit Court for mandamus relief to compel boards to divide precincts that exceed these vote thresholds.

Takes effect July 1, 2012.
