Creates "Offender Initiative Probation" allowing first-time felony offenders to receive probation without entering a judgment for theft, retail theft, forgery, possession of stolen motor vehicle, burglary, possession of burglary tools, possession of cannabis, possession of controlled substances, or possession of methamphetamine offenses.

Requires court consent of both defendant and State's Attorney; probation period must be at least 24 months with conditions including no criminal violations, no firearm possession, restitution, employment or community service, fines and costs, educational courses, and periodic drug testing.

Upon successful completion of probation terms, defendant is discharged and proceedings dismissed, which is not considered a conviction for purposes of disqualifications or disabilities imposed by law.

Upon probation violation, court may enter judgment on original guilty finding and proceed as otherwise provided by law; limits discharge and dismissal to one occurrence per person across this and related drug/cannabis statutes.

Amends Criminal Identification Act to include Offender Initiative Probation in definition of "qualified probation" for purposes of record sealing and expungement eligibility after 5 years of successful completion.
