Amends the Illinois Public Aid Code to restrict LINK cards issued by the Department of Human Services to in-state transactions only, subject to federal approval.

LINK card restriction applies to cards used for SNAP benefits (formerly food stamps) and cash benefits.

Restriction becomes effective on the effective date of the amendatory act during the 97th General Assembly.

Department of Human Services must promulgate rules and regulations necessary to implement the in-state transaction restriction.
