Amends Section 17-5 of the Criminal Code of 1961 concerning deceptive collection practices by collection agencies.

Makes a technical grammatical change by removing a duplicate use of the word "the" in the definition of collection agency.

Prohibits collection agencies from engaging in deceptive practices including falsely claiming to be attorneys, law enforcement, or court officers; misrepresenting their business name; adding unauthorized fees; threatening credit damage without required disclosures; or accepting payments known not to be owed.

Establishes deceptive collection practices as a Business Offense punishable by a fine not to exceed $3,000.
