Amends the Local Government Professional Services Selection Act to require political subdivisions to give preference to resident firms over non-resident firms when the non-resident firm is from a state that gives or requires a preference to its own firms.

The preference given to resident firms shall be equal to the preference given or required by the non-resident firm's state of origin.

Defines "resident firm" as a person authorized to conduct business in Illinois with a bona fide establishment in the state where it was actually conducting business on the date public notice for the project is first advertised or announced.

Excludes the resident firm preference from applying to any contract for any project where federal funds are available when the preference provision may conflict with federal law or regulation.

Takes effect immediately upon becoming law.
