Establishes the "First Informer Broadcasters Act" to enable radio, cable, and television broadcasters to prepare for and respond to emergencies and disasters.

Allows statewide broadcaster organizations to establish training and certification programs for broadcast engineers and technical personnel as "first informer broadcasters."

Requires training programs to cover federal law compliance, restoration and repair of broadcast facilities and equipment during emergencies, and personal safety protocols in disaster areas.

Directs state and local government agencies to allow certified first informer broadcasters access to emergency or disaster areas to restore critical broadcast equipment needed to transmit public emergency information.

Takes effect upon becoming law.
