Amends the Department of Central Management Services Law to allow appeals of Workers' Compensation Commission decisions on state employee claim compensability to be made to circuit court.

Establishes procedures for the Department to manage state workers' compensation claims, including initial evaluation of compensability and administration of benefits for all state agencies.

Creates a Workers' Compensation Revolving Fund to receive reimbursements from state agencies for temporary total disability payments made after 120 days when employees are able to work modified duty but are not returned to work.

Authorizes the Director to implement plans for purchasing workers' compensation insurance, self-insurance, or combination approaches, with quarterly reporting requirements to the State Workers' Compensation Program Advisory Board.

Maintains existing provisions regarding public liability self-insurance, employee indemnification, wage claims administration, and official fidelity and surety bond self-insurance programs.
