Prohibits former state officers, members, and employees from engaging in lobbying activities or accepting employment from entities required to register as lobbyists for one year after leaving state employment.

Establishes a one-year "revolving door" restriction preventing former state employees from accepting employment with entities that received state contracts worth $25,000 or more during the preceding year if the employee personally participated in awarding those contracts.

Creates a one-year ban on former executive branch officers with regulatory or licensing authority from accepting employment with entities they made direct regulatory or licensing decisions about during their final year of state employment.

Requires state agencies to adopt policies identifying positions with authority over state contracts and regulatory decisions, and to notify affected employees in writing of the restrictions and requirements to notify Inspector Generals before accepting outside employment.

Establishes an Inspector General review process with 10-day decision deadlines and allows appeals to appropriate ethics commissions, with public comment periods on determinations.
