Establishes new licensing requirements for fertilizer distributors at $100 per entity plus $50 per additional site, and increases product registration fees from $10 to $20 per grade; creates a Fertilizer Control Fund to receive all fees for Act administration.

Creates the Nutrient Research and Education Council (NREC) with 9 voting and 4 non-voting members to prioritize research, solicit proposals, and fund nutrient efficiency and water quality programs through tonnage assessments of $0.50 to $3.00 per ton.

Updates inspection fee structure to include a $15 minimum inspection fee, increases annual specialty fertilizer fees from $25 to $50, and establishes late payment penalties of 15% with a $15 minimum for unreported tonnage.

Clarifies enforcement provisions including administrative penalties ($1,000 for major violations, $500 for others), seizure procedures, stop-sale authority, and adds provisions for anhydrous ammonia and low-pressure nitrogen solution safety standards and containment requirements.
