Amends the Environmental Protection Act to modify setback requirements for composting facilities that process food scraps, livestock waste, crop residue, wood waste, and paper waste.

Specifies that the one-eighth mile setback requirement from certain sensitive facilities (immunocompromised housing, schools, and childcare facilities) applies only in counties with less than 3,000,000 inhabitants.

Composting facilities in counties with 3,000,000 or more inhabitants are no longer subject to the one-eighth mile setback from these sensitive facilities.

Maintains all other existing requirements for composting facilities, including setbacks from potable water wells, floodplain restrictions, and protections for endangered species and historic sites.

Takes effect immediately upon becoming law.
