Amends Section 8-11-6a of the Illinois Municipal Code to allow home rule municipalities with a population exceeding 2,000,000 to impose a tax on parking lots, garages, and other parking facilities, measured however the municipality determines.

Amends Section 5-1009 of the Counties Code to allow home rule counties to impose a tax on parking lots, garages, and other parking facilities, measured however the county determines.

Maintains existing preemption of home rule taxes on retail transactions, sales, and use of tangible personal property based on gross receipts or purchase price, with specified exceptions for alcoholic beverages, cigarettes, hotel rooms, real property transfers, and prepared food.

Effective upon becoming law.
