Amends the Hospital Licensing Act to require hospitals to request licensure status and disciplinary information from the Director of Professional Regulation before granting or renewing medical staff privileges.

Establishes minimum procedures for medical staff applications and adverse decisions, including written notice of reasons for denial, right to fair hearing before a mutually agreed-upon panel, and right to inspect pertinent information.

Grants medical staff members the right to be represented by a personal attorney during fair hearings on adverse decisions affecting their membership or clinical privileges.

Requires 60 days prior notice to medical staff members when exclusive contracts result in termination or reduction of their privileges, with hearings to be completed within 30 days of request.

Mandates reporting of all adverse decisions based substantially on economic factors to the Hospital Licensing Board, with periodic studies submitted to the Governor and General Assembly on effects to access to care.
