Creates the Information Technology Procurement Task Force within the Governor's Office of Management and Budget to study the impact of the Illinois Procurement Code on the state's ability to access competitive information technology markets.

Task Force composed of 9 members: 4 appointed by the Governor, 1 by the chief procurement officer, and 1 each appointed by the Speaker of the House, House Minority Leader, Senate President, and Senate Minority Leader, with the State chief information officer serving as chairperson.

Task Force must meet periodically to develop findings and recommendations on how procurement reform legislation affects state information technology purchasing within 120 days of enactment.

Task Force receives administrative support from the Governor's Office of Management and Budget but members receive no compensation or expense reimbursement.

Task Force is automatically abolished one year after submitting its report to the Governor and General Assembly.
