• Maintains the existing prospective payment method framework composed of five cost elements: Standard Services, Resident Services, Ancillary Services, Nurse's Aide Training, and Real Estate Taxes.

• Preserves provisions prohibiting the Department from establishing or implementing depreciation factors in capital cost calculations beginning July 1, 1987.

• Retains requirement that the Department of Public Aid file proposed rules by January 1, 2001 regarding payment for services to nursing facility residents with serious mental illness.
