Establishes state preemption over regulation of firearms, ammunition, and firearm accessories by declaring these matters exclusive state powers.

Prohibits local governments, including home rule units, from requiring registration of persons, firearms, or ammunition as a condition of ownership or possession.

Voids all existing local ordinances and resolutions enacted after the effective date that impose any type of registration requirement on firearms, ammunition, or firearm accessories.

Prohibits local governments and entities from requiring reports of firearm or ammunition sales and transfers, or maintaining registries or lists of the same.

Takes effect upon becoming law and represents a constitutional limitation on home rule powers.
