Amends the Wireless Emergency Telephone Safety Act to require wireless service providers to disclose call location information to law enforcement agencies or public safety answering points upon request.

Restricts location information requests to emergency situations involving risk of death or serious physical harm, or in response to emergency service calls.

Allows wireless service providers to voluntarily establish protocols for disclosing call location information and provides liability protection for good faith disclosures.

Directs the Department of State Police to obtain contact information from all wireless service providers operating in Illinois and distribute it to public safety answering points to facilitate location information requests.
