Amends the Private College Campus Police Act to prohibit college and university police departments and their officers from issuing moving violations under the Illinois Vehicle Code.

Preserves existing authority for campus police to regulate and control traffic on public ways adjacent to college or university property for protection of students, employees, visitors, and property.

Maintains other powers of campus police, including arrest authority under the Code of Criminal Procedure and enforcement of state statutes and municipal or county ordinances.

Applies to private colleges and universities that are not state-owned, provide baccalaureate or graduate degree programs, and are accredited by the North Central Association or other nationally recognized accrediting agency.
