Creates the Tuition Voucher Program Task Force to study the feasibility of a statewide tuition voucher program.

Task force consists of 15 members including two public members appointed by the Governor, eight General Assembly members appointed by legislative leaders, two teachers organization representatives, two school management alliance representatives, and one State Board of Education representative.

State Board of Education provides administrative and other support to the task force; members serve without compensation but receive reimbursement for reasonable and necessary expenses.

Task force must file a report with the Governor and General Assembly addressing eligible students, education expenses, nonpublic school qualifications, application processes, voucher amounts, student assessments, and fiscal impacts.

Task force dissolves upon filing its report.
