Amends Section 14-2 of the Illinois School Code to redefine which special education students count toward general education classroom composition percentages.

Excludes students with Individualized Education Programs (IEPs) from the percentage calculation if their instruction in the general education classroom does not require modification to the content of the general education curriculum.

Removes the previous limitation that only allowed students receiving "only speech services outside of the general education classroom" to be excluded from the percentage calculation.

Requires school districts to ensure that general education classroom composition does not interfere with the provision of free and appropriate public education to any student.

Effective upon becoming law.
