Amends the Illinois Public Labor Relations Act to exclude the State Board of Elections from the definition of "public employer" under the Act.

Specifies that employees of the State Board of Elections do not qualify as "public employees" under the Act and therefore are not covered by collective bargaining protections.

Makes corresponding changes to Section 6 to clarify that the exclusion applies to employees specifically listed under the definition of "public employee" in Section 3.

Takes effect immediately upon becoming law.
