IL HB5586

Amends the Mental Health and Developmental Disabilities Code to add Section 2-103(e) regarding facility closures and bed reductions at state-operated mental health facilities.

Requires that when the Department of Human Services closes a facility or reduces beds and contracts with private mental health facilities to serve displaced patients, residents retain all communication rights under Section 2-103.

Ensures residents in contracted private facilities maintain the same rights to unimpeded mail, telephone, and visitation as they would have in state-operated facilities.

Takes effect upon becoming law.
