• Creates the Illinois Human Services Commission to conduct a systematic review of human services programs and recommend improvements for efficient, effective delivery of high-quality services.

• Commission shall review all State human services programs and make recommendations addressing adequate appropriations, fair reimbursement processes, program management efficiency, best practices implementation, outcome measures, and future needs projections.

• Commission membership includes representatives from both public and private organizations with regional, racial, and cultural diversity, including legislative appointees, state agency directors, and private-sector stakeholders from fields such as child welfare, mental health, housing, and workforce development.

• Commission shall convene within 60 days of the Act's effective date, meet quarterly or more frequently, receive administrative support from the Department of Human Services, and conduct public hearings to gather input.

• Commission must report progress to the Governor and General Assembly by June 30, 2013 and annually thereafter, with a final report due 2 years after the Act's effective date; Commission operations subject to Freedom of Information Act and Open Meetings Act requirements.
