IL HB5606

Adds Section 120 to the Methamphetamine Control and Community Protection Act establishing restrictions on methamphetamine precursor possession for convicted offenders.

Prohibits persons convicted, found guilty, or placed on supervision for methamphetamine offenses from purchasing, receiving, owning, or possessing any substance containing a methamphetamine precursor unless prescribed in accordance with Schedule II controlled substance requirements.

Establishes possession of methamphetamine precursors in violation of this prohibition as a Class 4 felony.

Provides legal immunity for persons lawfully prescribing, dispensing, selling, or transferring methamphetamine precursors, protecting them from liability or investigation obligations.

Takes effect July 1, 2012.
