Amends the Elevator Safety and Regulation Act to extend certificate of operation renewal periods from every 3 years to every 4 years for certain conveyances.

Extends 4-year renewal period to conveyances used primarily for fraternal or veterans' organizations and those in facilities owned or operated by not-for-profit organizations.

Maintains existing 4-year renewal eligibility for conveyances in religious buildings (churches, synagogues) that are the only conveyance in the building, limited to 2 levels, and under state administrator jurisdiction.

Requires on-site witnessing of category tests every 4 years (instead of every 3 years) for eligible occupancies, with maintenance records kept on-site by the building owner.

Effective January 1, 2013.
