Amends Section 3.1-20-45 of the Illinois Municipal Code regarding nonpartisan primary elections for uncontested municipal offices.

Changes the threshold for declaring an office "uncontested" from not more than 5 candidates to not more than 4 candidates who have timely filed valid nomination papers.

Requires a primary election to be held if a write-in candidate files a written statement of intent on or before the 61st day before the consolidated primary election and becomes the third candidate filed for an uncontested office.

Specifies that write-in candidates must include their name, address, and the office they seek in their statement of intent filed with the proper election official.

Requires write-in candidates to receive votes in the primary equal to the petition signature requirement or exceeding at least one printed candidate's votes to appear on the general election ballot.
