Amends Section 513 of the Illinois Marriage and Dissolution of Marriage Act to include living expenses during recess periods as educational expenses when a child resides with a parent while attending college or a professional or vocational training institution.

Caps undergraduate college education expenses at the cost of attending a State university according to the budget in effect when the case comes before the court, and caps professional or vocational training expenses at the cost of comparable in-state institutions.

Requires the child to timely apply to all schools reasonably requested by both parents and to apply for loans, grants, or any other financial assistance for which the child is eligible or qualified.

Limits the duration of awards for educational expenses to 4 years or a lesser period established by a professional or vocational school, absent a compelling reason and agreement of both parents.

Clarifies that no third-party beneficiary rights arise with respect to awards for support or educational expenses under this section.
