Prohibits operation of motor vehicles without liability insurance coverage as required under Section 7-601 of the Illinois Vehicle Code.

Creates new offense of "operation of uninsured motor vehicle causing damage to property" requiring convicted persons to pay restitution equal to the cost of repairs for property damage resulting from the violation.

Establishes "operation of uninsured motor vehicle causing bodily harm" as a Class A misdemeanor with mandatory $2,500 fine for persons with 2 or more prior convictions of this offense or violations of insurance requirements.

Imposes driver's license suspension for 3 months upon conviction, with $100 reinstatement fee; additional 6-month suspension for violations while already suspended.

Allows first-time offenders who obtain insurance coverage by their court appearance to pay $100 fine and receive court supervision instead of conviction, provided they maintain insurance throughout the supervision period.
