• Requires visitors to identify themselves and their affiliation to facility personnel and obtain resident permission before entering living areas; residents may terminate visits at any time.

• Allows facility administrators to refuse access only if the person's presence would threaten resident health and safety, facility security, or property security, or if seeking commercial access; denied visitors may request a hearing with the burden of proof on the facility.
