• Requires the board of review in every county to make detailed hearing rules and procedures publicly available, including burdens of proof, rules of evidence, timelines, and other procedures necessary for taxpayers to present their cases effectively.

• Mandates publication of board of review rules on county websites if a website exists, and requires the Property Tax Appeal Board to publish its rules on its own website.

• Requires the Property Tax Appeal Board to issue decisions within 365 days after receiving an appeal.

• Requires the Property Tax Appeal Board to maintain an electronic database containing all evidence submitted by interested parties and descriptions of physical characteristics of properties, made available on the Board's website.

• Takes effect January 1, 2013.
