Amends the Illinois Public Aid Code by adding Section 12-4.45 to establish new reporting requirements for the Department of Healthcare and Family Services

Requires an annual report to the General Assembly due by January 1 of each year detailing the dollar amount difference between State funds paid for medical assistance program claims in the preceding fiscal year and the federal upper payment limit

Federal upper payment limit is established by the Centers for Medicare and Medicaid Services for claims paid during the current fiscal year
