Amends the Chicago Firefighter Article of the Illinois Pension Code to provide 3% automatic annual increases in retirement annuities for firefighters born on or after January 1, 1955 but before January 1, 1960, beginning January 1, 2012.

Removes the 30% maximum increase restriction for the affected firefighters, allowing their annuities to increase without the cumulative cap that applies to other cohorts.

Applies retroactively to firefighters born in the specified years who retired after September 1, 1967 but had not received their initial increase before January 1, 2012.

Amends the State Mandates Act to exempt this mandate from state reimbursement requirements, allowing implementation without reimbursement to local jurisdictions.

Effective immediately upon becoming law.
