Amends Section 609 of the Illinois Marriage and Dissolution of Marriage Act regarding removal of minor children from the state.

Requires a parent temporarily removing a child from Illinois to inform the other parent of the child's address, telephone number, and return date before removal occurs.

Adds new provision (b-5) establishing that a court must terminate a parent's visitation rights or custody if the parent removes a child without court permission or fails to provide accurate contact information to the other parent.

Prohibits courts from considering the availability of electronic communication as a factor supporting a custodial parent's request to remove a child from Illinois.
