Requires each State agency to designate a vehicle use officer and draft a vehicle use policy addressing take-home vehicles, emergency use, commuting restrictions, and daily vehicle use logs and mileage recording.

Mandates that vehicle use policies (except those of constitutional officers) be submitted to the Division of Vehicles and made publicly available on the Department of Central Management Services website.

Authorizes State agencies to reimburse employees for mileage when they use personal vehicles instead of State-owned vehicles, in accordance with State Travel Regulations and Reimbursement Rates.

Requires the Department to evaluate GPS tracking systems, collect vehicle cost data from agencies, and publish vehicle cost information and annual breakeven analyses on its website beginning July 1, 2013.

Prohibits new motor vehicle purchases by the Department unless justified by a breakeven analysis and determination that no more cost-effective alternatives (such as car sharing or rentals) exist; exceptions require written approval from the Division of Vehicles Manager.
