HB5654 Summary

• Amends governance statutes for all major Illinois public universities (University of Illinois, Southern Illinois University, Chicago State University, Eastern Illinois University, Governors State University, Illinois State University, Northeastern Illinois University, Northern Illinois University, and Western Illinois University).

• Requires base salary reductions for university presidents, vice-presidents, and other principal administrators equal to any percentage increase in tuition costs for that academic year.

• Mandates that Boards of Trustees amend existing employment contracts effective upon passage to comply with the new salary reduction requirements.

• Requires annual reporting to the Board of Higher Education on or before July 1 regarding base salaries and benefits (including vacation, sick days, bonuses, annuities, and retirement enhancements) for presidents, administrators, faculty, and instructors.
