Creates International Lions Club special license plates available for passenger vehicles of the first division and motor vehicles of the second division weighing not more than 8,000 pounds.

Establishes the Illinois Lions Fund as a special fund in the State treasury to receive revenues from the special plates.

Charges applicants a $35 fee for original plate issuance, with $20 deposited to the Illinois Lions Fund and $15 to the Secretary of State Special License Plate Fund for administrative costs.

Charges a $22 renewal fee for each registration period, with $20 going to the Illinois Lions Fund and $2 to the Secretary of State Special License Plate Fund.

Directs all Illinois Lions Fund revenues to be paid as grants to the Lions of Illinois Foundation for distribution to Lions Clubs, Lioness Clubs, or Leo Clubs to fund detection, treatment, or rehabilitation of visual and hearing impairment.
