Requires Department of Public Health rules on ambulance and SEMSV (specialized emergency medical service vehicle) staffing to distinguish between vehicles traveling to an emergency scene versus transporting patients from the scene.

During travel to emergency scenes, vehicles must be staffed by at least one EMT-B, EMT-I, or EMT-P who may also serve as the driver.

During patient transport from emergency scenes, paid-staffed vehicles must have at least 2 qualified EMTs with one able to serve as driver; volunteer-staffed vehicles must have either 2 EMTs or 1 first responder plus 1 EMT, with the first responder required to drive if used.

Amends the Emergency Medical Services (EMS) Systems Act under 210 ILCS 50/3.85 to establish these differentiated staffing requirements based on vehicle operational phase.
