• Amends the Emergency Medical Services (EMS) Systems Act to require the Department of Public Health to establish rules for ambulance and specialized emergency medical service vehicle (SEMSV) staffing that include an alternate staffing model for volunteer or paid-on-call providers.

• Allows ambulances or SEMSVs operated by volunteer or paid-on-call services to be staffed by one emergency medical technician and one first responder, rather than requiring higher staffing levels.

• Applies to vehicle service providers that substantially or exclusively utilize volunteers, paid-on-call personnel, or a combination thereof.

• Modifies Section 3.85 of the EMS Systems Act (210 ILCS 50/3.85) to accommodate staffing flexibility for volunteer emergency services.
