Requires the Department of Children and Family Services to create and maintain a written record of all suspected child abuse or neglect reports made on or after the bill's effective date, regardless of whether the report leads to a formal investigation.

Records must include the name of the person who is the subject of the report and, if voluntarily provided, the name, address, and phone number of the person making the report.

Applies to reports made by mandated reporters and any other person with reasonable cause to believe a child is abused or neglected.

Requires the Department to retain all records on file for at least one year.

Protects reporter confidentiality by prohibiting disclosure of reporter names or identities in violation of existing protections under Section 7.19 of the Abused and Neglected Child Reporting Act.
