Requires Department of Human Services to file a report with the General Assembly within 30 days when a state developmental disabilities facility experiences a 10% or greater reduction in resident population.

Report must specify the total population change, anticipated new care venues for affected individuals by category, and estimated appropriation changes for the affected facility and other facilities receiving increased caseloads.

Authorizes the Department, at the Governor's direction, to transfer funds from facilities with population reductions to appropriate line items for new care venues, notwithstanding provisions of the State Finance Act.

Fund transfers are limited to Department of Human Services funded providers or facilities and must support the Governor's long-term care rebalancing efforts or facilitate service transitions.
