Amends the Illinois Procurement Code to apply to public institutions of higher education (University of Illinois, Southern Illinois University, Illinois State University, and others) regardless of funding source, with specified exceptions.

Exempts certain procurement categories from code requirements including memberships in professional organizations, event-related expenditures, artistic performances, library materials, and FDA-regulated goods at medical/dental/veterinary teaching facilities.

Requires public institutions to submit monthly reports to the Chief Procurement Officer and Procurement Policy Board detailing contracts for exempt procurement categories, including contractor name, description, contract amount, term, and exception cited.

Permits the Chief Procurement Officer to waive registration, certification, and sole source hearing requirements for higher education procurements if compliance is impractical, with written justification required and annual reporting to the General Assembly.

Allows the Chief Procurement Officer with Executive Ethics Commission approval to permit institutions to contract with businesses that assisted in determining procurement needs or drafting bid documents if the contract is essential to research and in the institution's best interest.
