Amends the Criminal Code of 1961 to modify exemptions from weapons restrictions for private security contractors and guards by requiring completion of 20 hours of security training plus 20 hours of firearm training, and issuance of a firearm control card by the Department of Financial and Professional Regulation.

Replaces previous documentation requirements with a mandatory firearm control card system that must be carried at all times when private security personnel possess a concealable weapon.

Extends similar training and firearm control card requirements to commercial security guards, financial institution security employees, and other armed security personnel.

Adds exemption for probation officers to carry weapons while performing duties or commuting between work locations with approval from the chief judge of their circuit.

Adds exemption for athletes possessing and transporting competition firearms for training and participation in the 2016 Olympic and Paralympic Games.
