Creates the "Independence from Oil Act" to reduce Illinois oil consumption by at least 30% from 2007 levels by 2030 and at least 50% by 2050.

Requires the Department of Commerce and Economic Opportunity's Office of Energy and Recycling to develop an Illinois Independence from Oil Plan with recommendations due to the General Assembly by February 1, 2013.

Directs the plan to evaluate eight strategy categories including public transportation expansion, electric vehicle deployment, building weatherization, vehicle retirement incentives, land use coordination, renewable heating energy, industrial efficiency, and other oil-reduction strategies.

Mandates the Governor evaluate state progress toward plan goals every five years beginning February 1, 2015, and make recommendations to legislative committees overseeing energy, transportation, technology, public health, and environmental matters.

Establishes legislative findings that oil consumption contributes to global warming, threatens public health (particularly affecting minority communities), imposes economic burden through high gas prices, and undermines national security through overseas energy spending.
