Amends Section 1A-4 of the School Code regarding powers and duties of the State Board of Education.

State Board shall appoint a State Superintendent of Education under a performance-based contract linked to statewide student performance and academic improvement.

State Superintendent contracts must expire no later than February 1 every 4 years, with new appointments required at the beginning of each Governor's term after making Board appointments.

State Board may delegate authority to State Superintendent only through adopted policy or for ministerial duties, but cannot delegate decisions on school district nonrecognition, withholding state payments, or contested case proceedings.

Joint Education Committee established with representatives from State Board of Education, Board of Higher Education, Illinois Community College Board, and Human Resource Investment Council is abolished effective the 95th General Assembly.
