Requires the Department of Revenue to offer a special instant "After-School Rescue" scratch-off lottery game beginning January 1, 2013 or as soon thereafter as practical.

Creates the After-School Rescue Fund to receive net revenue from the special scratch-off game, defined as total ticket sales minus prizes paid and administrative expenses related to the game.

Mandates that After-School Rescue Fund moneys be appropriated by the General Assembly solely to the Illinois State Board of Education for grants to at-risk schools promoting extracurricular and after-school programs.

Authorizes the Department of Revenue to adopt rules necessary to implement and administer the game after consulting with the Illinois State Board of Education.

Amends the State Finance Act to create the After-School Rescue Fund as a special fund in the State treasury and takes effect immediately upon becoming law.
