Requires the Department of Revenue to offer a special "Scratch-Out Crime" scratch-off lottery game beginning January 1, 2013 or as soon thereafter as practical.

Directs net revenue from the "Scratch-Out Crime" game to be deposited into the newly created Municipal Police Hiring Assistance Fund for distribution to municipal police departments on a pro rata basis by population for hiring municipal police officers.

Defines "net revenue" as total ticket sales minus prizes paid out and actual administrative expenses of the Department solely related to the scratch-off game.

Authorizes the Department of Revenue to adopt rules necessary to implement and administer the game and prohibits the Department from unreasonably diminishing marketing efforts for other instant scratch-off games.

Takes effect immediately upon becoming law and amends both the Illinois Lottery Law and the State Finance Act to create the Municipal Police Hiring Assistance Fund.
