HB5715 - Veterans State Employment Plan Act

• Creates the Veterans State Employment Plan Act to increase veterans employment in Illinois state government across all job levels, with particular focus on supervisory, technical, professional, and managerial positions.

• Establishes a full-time Veterans State Employment Coordinator position within the Department of Central Management Services to develop, implement, and monitor the Veterans State Employment Plan.

• Requires each state agency to implement strategies and programs aligned with the Plan and submit annual reports to the Department of Central Management Services and Department of Human Rights beginning February 1, 2013.

• Creates an 11-member Veterans State Employment Plan Advisory Council composed of subject matter experts on veteran employment, appointed by the Governor, to meet quarterly and provide consultation; members serve without compensation but receive reimbursement for reasonable expenses.

• Defines "veteran" as an Illinois resident who served in the United States Armed Forces, Illinois National Guard, or United States Reserve Forces on active or State active duty and received an honorable discharge.
