Prohibits school boards from making available or using food containing industrially produced trans fat in any form served to students, including items from school stores, vending machines, cafeterias, and fundraising activities.

Defines "food containing industrially produced trans fat" as food containing vegetable shortening, margarine, or partially hydrogenated vegetable oil unless labeled as zero grams of trans fat per serving under federal regulations.

Applies the prohibition to all food and beverages sold on school grounds during regular and extended school day, with extended school day including clubs, yearbook, band and choir practice, student government, drama, and childcare/latchkey programs.

Exempts food provided through United States Department of Agriculture meal programs from the trans fat prohibition.

Requires the State Board of Education to establish procedures for monitoring school board compliance and may establish penalties for failure to comply.
