Secretary of State shall prepare and disseminate adjusted census population counts within 30 days of federal census redistricting data publication, relocating prisoners with less than 4 years remaining on sentences to their last known address before incarceration.

State and local governmental entities operating incarceration facilities must report to the Secretary of State by May 1 of census years the names, demographics, and pre-incarceration addresses of eligible prisoners who completed census forms or were included in census inquiries.

Secretary of State shall adjust all relevant population counts (by age, gender, and race) to attribute eligible prisoners to their last known addresses instead of facility locations, if those addresses are in Illinois.

Political subdivisions and state governmental bodies redistricting election districts must use the Secretary of State's adjusted population counts to comply with the one-person one-vote constitutional requirement.

Act becomes effective January 1, 2020.
