• Amends the Illinois Procurement Code to consolidate publication responsibility so all chief procurement officers jointly publish a single Illinois Procurement Bulletin instead of each publishing separate volumes.

• Requires the electronic Procurement Bulletin to include a unified registration system with a single industry code classification system based on the North American Industry Classification System.

• Establishes a web-based portal maintained by the Procurement Policy Board allowing businesses to submit and maintain current certifications and disclosures required under the Procurement Code and the Business Enterprise for Minorities, Females, and Persons with Disabilities Act.

• Permits registered businesses to reference their unique user ID instead of submitting physical certifications with each bid, contract, or subcontract.

• Makes conforming changes to the General Obligation Bond Act, Build Illinois Bond Act, and other statutes to reference the unified Procurement Bulletin rather than individual department volumes.
