Creates the Young Adult Community State Employment Plan Act to increase employment of individuals aged 16-25 in Illinois state government, particularly in supervisory, technical, professional, and managerial positions.

Establishes a full-time Young Adult Community State Employment Coordinator position within the Department of Central Management Services to monitor plan compliance and develop implementation strategies.

Requires each state agency to implement employment strategies and report annually to the Department of Central Management Services and Department of Human Rights on activities, including hiring numbers, promotions, and budget allocations for young adult employment programs.

Creates an 11-member Young Adult Community State Employment Plan Advisory Council appointed by the Governor to examine employment barriers, provide consultation to agencies, and issue annual reports beginning December 1, 2013; members serve without compensation but receive reimbursement for expenses.

Department shall prepare and revise an annual Young Adult Community State Employment Plan and report to the General Assembly by February 1 each year beginning February 1, 2013, detailing state agency implementation activities.
